The Options button at the bottom of the phone message form has 3 options.
Date/Time Stamp
Inserts a Date and Time stamp with the logged in user's name.
Insert Separator at Top
Inserts a line above the current line.
The separator character and length can be set under View/Preferences/Messages-3.
Insert Separator at Bottom
Inserts a line below the current line.
